The Columbus Division of Police has launched a new pilot program called RAVEN, which stands for Rapid Aerial Visual Enforcement Network, aimed at enhancing public safety by integrating drone technology into frontline police work. The program will deploy four drones strategically placed across the city and launched directly from patrol cruisers, providing faster, safer, and more efficient emergency response capabilities compared to traditional methods. The drones will assist in a variety of situations including missing person searches, monitoring suspicious activity, crowd control at large events, crime scene and accident reconstruction, in-progress crimes, burglaries, alarm responses, and search and rescue missions.

Deputy Chief Robert Sagle, Deputy Chief of Special Operations, emphasized that RAVEN is designed to supplement the existing aviation unit and provide aerial support in conditions where helicopters may be limited, such as poor weather or close-range visibility requirements. The drones are equipped with thermal imaging, which helps in locating missing persons or suspects hiding in difficult terrains. The program currently has 14 FAA-certified drone pilots, including officers and sergeants, who have undergone comprehensive training on FAA requirements, legal considerations, and practical field exercises.

Importantly, the Columbus Division of Police has committed to strict adherence to constitutional protections and legal standards, ensuring drone usage complies with Fourth Amendment rights. The operation of drones will require the same legal processes as other search procedures, such as obtaining warrants when necessary. The program is in its pilot phase, and the department plans to evaluate its effectiveness and community impact before any broader deployment. Coordination with Columbus Fire Department, which is starting its own drone program, is also underway to create a unified public safety drone strategy.

This innovative use of drone technology reflects the department’s effort to modernize and improve public safety in Central Ohio while balancing privacy and legal concerns.
