TOLEDO — Tenants in Toledo could soon gain new legal protections against landlords who retaliate over complaints, under a proposal that would add an anti-retaliation law to the city’s code.

The proposed law would help protect tenants who raise legitimate health and safety concerns about their housing, according to reports from 13 Action News. It would create a clear legal framework guarding renters from punishment after they speak up about conditions in their homes.

Housing advocates have long argued that fear of retaliation keeps many renters from reporting problems like broken heating, plumbing failures, or unsafe electrical wiring. An anti-retaliation ordinance would give those tenants a stronger footing when they contact inspectors or landlords about needed repairs.

The proposal comes as cities across northwest Ohio continue to wrestle with aging housing stock and a tight rental market. For many tenants, the prospect of eviction or a sudden rent increase can be enough to keep them from filing a complaint at all.

Details of how the measure would be enforced, and what penalties landlords could face for violating it, were still emerging Friday. The proposal would need approval from Toledo City Council before it could take effect.

Supporters say the change would bring Toledo in line with a growing number of Ohio cities that have moved to strengthen tenant protections in recent years.
