COLUMBUS, OH—The Ohio Department of Transportation’s (ODOT) DriveOhio Uncrewed Aircraft Systems (UAS) Center recently hosted a major Industry Day, bringing together over 150 first responders and vendors to detail its new Drones for First Responders (DFR) Pilot Program. This two-year, statewide initiative aims to transform public safety operations by evaluating how drone technology can provide a critical edge in emergency situations.

A Focus on Situational Awareness and Speed

The DFR Pilot Program, created under Ohio House Bill 96, is designed to assess the tangible benefits of integrating drones into the response protocols of law enforcement, fire, and emergency medical services (EMS) agencies. The core goals are threefold:

* Improve Situational Awareness: Drones can serve as the “first eyes on the scene,” providing live, overhead video feeds to dispatchers and responders while ground units are still en route. This critical, real-time data allows for immediate, informed decision-making.

* Reduce Emergency Response Times: By launching a drone before a ground crew arrives, first responders can pre-plan their approach, saving crucial minutes that can mean the difference between life and death.

* Enhance Safety of First Responders: Drones can safely enter hazardous environments—such as a building fire, a collapsed structure, or a crash site with chemical spills—to assess risks without immediately putting human lives in danger.

Program Launch and Timeline

The Industry Day served as a platform for ODOT to share program requirements, evaluation metrics, and equipment specifications with potential participants and vendors. ODOT expects to begin accepting applications next month (November), with selected participating agencies slated to be announced in early next year. The pilot program will equip municipalities with advanced drone systems, deliver comprehensive training for first responders, and work towards obtaining FAA-approved Beyond Visual Line of Sight (BVLOS) operations.

Setting a National Standard

ODOT’s DriveOhio UAS Center is already a recognized leader in advanced aviation and drone integration. With the launch of the DFR program, Ohio is pioneering the first statewide, unified effort to deploy DFR technology, setting a blueprint for the rest of the nation.

“By launching the nation’s first statewide Drone First Responder initiative, we are not only giving first responders tools to save lives and protect communities, but also setting a model for how states can safely integrate drone technology at scale,” said an ODOT representative.

The overarching vision is that this innovative use of Uncrewed Aerial Systems will help create a safer future for us all, ensuring that both urban and rural communities have access to cutting-edge tools for faster, smarter, and safer emergency response.
