Ohio Manufacturers Face Uncertainty but Eye Hiring Surge in 2026

CLEVELAND, Ohio — A new report from the Manufacturing Advocacy and Growth Network (MAGNET) reveals that economic uncertainty is constraining 43% of Ohio manufacturers, yet 70% anticipate expanding their workforce this year.

Titled “Steady Under Pressure: The State of Ohio Manufacturing in 2025,” the report draws from a survey of nearly 300 manufacturing leaders representing over 30,000 employees. It highlights a sector adapting amid challenges like volatile demand, rising input costs, and policy shifts, with 20% of respondents reporting significant business impacts—nearly triple the 2023 figure.

Revenue Challenges Persist

Revenues declined sharply in 2025, with only 48% of manufacturers reporting growth, down from 65% in 2023 and marking one of the weakest periods since 2021. This has led to risk-averse strategies, including reduced discretionary investments and a focus on operational resilience over bold expansion.

Hiring remained flat for 51% last year, but optimism drives projections for 2026 growth, primarily from sales to existing customers. Over half expect 5-10% headcount increases, signaling confidence in upcoming revenue gains.

Strategic Adaptations and Tariffs

Manufacturers are prioritizing workplace improvements, with 82% enhancing culture, 70% transferring knowledge from retirees, and 56% partnering with schools for talent pipelines. Technology adoption lags, though 39% are testing AI tools, with focus shifting to process enhancements over new products.

Tariffs under the Trump administration show mixed results: one-third report sales impacts, with 15% gaining and 18% losing, but just 9% have reshored operations. MAGNET CEO Ethan Karp emphasized resilience, stating, “This is not a story of retreat… Despite the headwinds, they are optimistic about growing in the year ahead.”
